Project and Governance Manager

Location: Hybrid, travel across the region

Reports to: Director

Working Hours: 28hrs per week

Fixed term until 31.12.27

Salary: £32,960 (£41,200 fte)

 

Purpose:  

Work collaboratively with the 6 participating dioceses, the Regional Racial Justice Board, and the Regional Racial Justice Team to ensure that this project has the intended impact. 

Manage and coordinate activities across the participating dioceses, ensuring that identified outcomes are delivered in a timely way and within the constraints of available resource (time, money, and people). 

Be responsible for ensuring that qualitative and quantitative data is collected to measure outcomes and outputs against agreed targets. 

Role contextual information: 

  • Manage projects making sure that they are well planned, financially robust and that they have everything in place to make the desired impact
  • Manage the project’s finances
  • Understand and work with the depth, breadth and complexity of working across the region and in that context create appropriate and effective management tools to support the impact of activity including establishing and maintaining appropriate systems
  • Understand the need for, and provide support in, identifying the qualitative as well as quantitative data required to satisfy the funder and Project Board and partners that agreed outcomes are being met
  • Manage the production of project reports and ensure that they satisfy the Racial Justice Unit’s requirements and feed into wider diocesan governance structures
  • Write reports that communicate appropriately to recipients
     

 Specific Responsibilities:

  • Responsible for full project management -To do this by:
    - Using effective project management mechanics
    - Ensuring effective evaluation of all elements of the project
  • Responsible for building strong positive working relationships withing the team and participating diocesan key personnel - To do this by:
    - Being supportive, with key advice and support
    - Establishing excellent stakeholder management, working relationships within the  national funding team and governance structures
  • Responsible for regular accurate reporting with detailed analyses - To do this by:
    - Creating and updating, and where appropriate providing support to create and update, project plans, budgets (where budgeted resource may be not only money), stakeholder and risk management documents and processes
    - Establishing systems for sharing information across the participating dioceses and to the national audience/stakeholders
  • Responsible for managing complex budgeting and financial reporting - To do this by:
    - Ensuring effective financial management and reporting to the Regional Racial Justice Board
    - Ensuring agreed budget delegation
  • Responsible for supporting the Team - To do this by:
    - Identifying key areas for development and establishing and training delivery which will support gaps
    - Supporting each team member with their own discipline eg data, grant making, comms, young people connections, etc enabling them, and supporting them, in the collection of evidence/data for use in wider project reporting
  • Responsible for promoting a can do/problem solving approach in the Team/Project To do this by:
    - Ensuring effective analyses of trends and issues that can impact the project/initiatives and make recommendations on key interventions
  • Responsible for supporting the Board and groups, in effective governance and strategy development
    - Ensuring effective mechanisms and reporting for governance and strategy development 
    - Ensuring that the Initiative and it’s aims and objectives become embedded within Diocesan structures and plans
    - Working proactively and influencing and working with key diocesan personnel
    - Supports the Board in ensuring that appropriate policies, procedures and frameworks are in place to ensure the effective operation of the project within necessary governance, ethical, and regulatory requirements
  • Responsible for creating and managing the project Risk Register - To do this by:
    - Ensuring areas of risk, including Safeguarding, staff, budget, reporting, governance etc are all adequately and regularly reviewed
  • General responsibilities 
    - Safeguarding training 
    - Data and GDPR training
    - Health and Safety
     

General Requirements:

Due to the nature of this post, the post-holder will need to work within the underrepresented GMH / UKME communities of the six dioceses, understanding the contexts which individuals of a GMH / UKME background serve in their Christian discipleship, mission and ministry and any barriers which they may face, therefore there is a Genuine Occupational Requirement (GOR) under the Equality Act 2010 that the post holder is of a GMH / UKME background and a practicing Christian, and able to be supportive of the Church of England, able/willing to work within and navigate its frameworks.

 

Person Specification:

We are looking for someone who:

  • Is passionate about seeing people from UKME/GMH backgrounds realise their full potential in God’s mission and the Church’s ministry.
  • Can work create, develop and share resources and good practice which ensure effective project management and oversight
  • Is analytical, and can produce clear and well-structured reporting and communicating with people at all levels
  • Has the ability to listen, communicate and be a natural networker who can create meaningful relationships with people across a variety of levels.
  • Has experience of working with complex finances, financial reporting, annual accounts and budget setting.
  • Is an effective team worker, following the Director’s reasonable directions regarding duties that support other roles and the overall aims of the Initiative even though it may be in another colleague's specialism
  • Has the ability to travel the length and breadth of the six dioceses of the project
  • Able to work flexibly, a Team player, and able to attend occasional evening and weekend activities for which Time off in Lieu will be given.
       

Additional information 

  • Pension provision – Church of England’s Church Worker Pension Scheme – 12% employer contribution 
  • Annual leave 25 ordinary leave days, plus all bank/public holidays and 3 days between Christmas and the New Year (7.2 weeks) pro rated for part time employees
  • The employing body is the Birmingham Diocesan Board of Finance
